Weather Underground Forecast for Tuesday, May 21, 2013.

After a devastating severe weather day in the Plains on Monday, severe weather is expected to fire up again across the nation's mid-section again on Tuesday.

The nearly stationary low over the Northern Plains will gradually weaken as it shifts eastward into the Midwest on Tuesday, while the system's associated cold front trails southwestward from the low across the Mid-Mississippi Valley through the Southern Plains. Favorable energy and conditions ahead of the cold front combined with the moisture laden conditions of the nation's mid-section will set the stage for multiple clusters of thunderstorms to develop from the Midwest into the Ozarks and the Southern Plains. Portions of northeastern Texas, extreme southeastern Oklahoma, central and southern Arkansas, and northwestern Louisiana are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of central and eastern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail, damaging wind gusts, and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will continue near the low in the Northern Plains and Upper Mississippi Valley and near and to the north of a nearly stationary frontal boundary extending out ahead of the system from the Great Lakes into the Northeast. Continued precipitation in already saturated areas of the Northern Plains and Upper Midwest will maintain flood concerns from parts of North Dakota into northern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected to persist in the Mid-Atlantic and southeastern corner of the nation.

The Flood Warning continues for
the Cedar River at Charles City.
* Until Thursday afternoon... or until the warning is cancelled.
* At 4:30 am Tuesday the stage was 18.3 feet.
* Flood stage is 12.0 feet.
* Major flooding is occurring.
* Forecast... the river reached a crest of 19.52 feet last evening
and is now falling. Expect water levels to continue a slow fall
today... falling below flood stage by Wednesday evening.
* Impact... 4th and south grand street are closed due to flooding.

... Flood Warning remains in effect for southern Olmsted... Mower...
Fillmore... northern Floyd... Howard and Mitchell counties until 1000
am CDT...

At 436 am CDT... local law enforcement officials still report that
there are some flooded areas and Road closures. However... water
levels were going down in some locations and conditions were
generally improving.

In Charles City... the Cedar River has past its crest... however there
are still some streets in town that are closed due to flooding.

In Mitchell County... there are still a few roads that are closed due
to high water. And in areas where the water has receded... there is
plenty of damage left in its wake. Highway 9 remains closed due to a
washout of the Road.

In Mower County... there are still as many as 4 roads closed in and
around the Adams area due to the Little Cedar river and a few of its
tributaries.

In Fillmore County... Highway 250 north of Lanesboro remains
closed... as well as Deep River Road between Whalan and Peterson.

Precautionary/preparedness actions...

Be especially cautious at night when it is harder to recognize the
dangers of flooding. If flooding is observed... do not attempt to
cross on foot or with a vehicle. The water may be too deep to cross
safely. Turn around dont drown!
